What it the best forum that can be integrated flawlessly with drupal? i've tried phpbb-module but no luck

The answer depends on your definition of "best forum". I have installed the phpbb and the integration module successfully before. Nowadays, I stick to the core Drupal forum module.

Or any advance core drupal forum module out there, like can control user to access certain topics, put sticky, add avatar, level, etc ?

Look at the advanced_forum module. It may not meet all your requirements but it is a start.
