Hi,

It would be useful (at least to me) to be able to limit the powers of users to allow the creation of 'url rules' but not have the ability to edit the header image settings.

At the moment the permissions only allow access to both the admin settings and url conditions OR not at all.

If someone can create header images they need to be able to use the url rules too, but accessing the admin settings (admin/settings/headerimage) isn't required. It seems like it might be asking for trouble too.

Could an additional 'create header image url rules' permission be added ?

Attached patch adds an access level 'maintain display conditions' to create/edit the available conditions.
Patch committed to HEAD, 5.x and 6.x versions.
