Only display event filters on event page when options > 1 [#219040]

I currently have no options for event category and still the event category filter pops up. I also only have a single event type possible (Event), and yet the filter still exists. This feature shouldn't be shown when only one type for that.

Patch created for 5.x-2.x. Adds some logic to check if there're multiple node types and at least 1 vocab defined before adding filters to the page. Makes things much cleaner. The settings for these filters on the admin page should probably be tweaked to take advantage of this new logic and to inform the user.
