It seems to me that you're editing the content of a panel way more often than you're editing its layout settings or anything else in the list. So why is Content way over on the right-hand side, where it is both impossible to find and also frequently butchered by themes? (case in point, use Garland @ 800x600 with a left and right sidebar. You are not able to get to the Content tab because of a CSS glitch.)

merlinofchaos commentedThe tabs are currently ordered so that the panel creation flow is in order. In use, yes, the tabs are not in order that they are used most, but I'm not sure that consideration is more important than a sense that the initial creation process makes sense.
That said, I'm aware that themes are not friendly to having lots of tabs, and I'm considering alternate solutions to tabs.

catch+1 for content as the first tab. But a non-tab solution would also be good.

I understand that the order relates to how the panes were created, but a panel is only created once, but it's edited lots and lots and lots of times (plus, there's a wizard for creation, so people don't walk through the tabs anyway).
I think ordering tabs by frequency of visits is important, so I'd like this issue reconsidered :)
