The field appears to default to a PM start time, even if the field settings say there is "no limit" to the start time. This was after changing the settings to a 12hr clock, but the "limit" settings were not changed at all.

I wasn't able to reproduce this, which makes me think that I haven't quite understood you. Could you be so kind to reproduce this in a numbered list? that way it will be easier for me to locate and fix this bug.
