I know it sounds strange, but if teleport is installed and if an administrative theme is used then blocks cannot be configured for the main theme.

Wacky. I wonder if it has anything to do with http://drupal.org/node/219732 . I hope so, because I've already fixed that bug.

I uninstalled the Theme developer module, not sure if that information helps.

I can retest as soon as there is a new build. Could you reproduce the problem?

Basically, the structure of the module is incompatible with how the theme system works. I consider it a bug in the theme system, but that's arguable. It's going to be difficult to restructure the module to avoid this problem. I'm looking into it.
