giving visibility to "reported" actions

Issue Summary

we have announced to all users of the site that they can put their actions as "reported"

1 - i have created a new action and the status reported was accessible
i have tried to edit an existing action and the status reported was not displayed

(i have tested as admin)

apparently non admin do not have this problem

there are three reported actions to date ( which where created or edited after jan 26)

2 - it would be good to have a listing of actions "by date" - the calendar is providing one

there are several actions in february
this is why "upcoming actions" needs to stay visible

also as per previous conversations in webteam
3 - when an action is reported ,
- it should appear in a subblock ( "last reported actions") which would occupy half of the existing "last upcoming actions" current block
4 -- and the balloon of the action would change color
