DROP Task: Create a module that allows for drag and drop ui improvements for blocks

This module would be for Drupal 6, and it would hijack the blocks page through use of Drupal 6's new menu alter hooks. It would allow users to drag blocks into arbitrary positions on the page, and display them there. It would also let blocks "snap" into regions if they're close enough, so as to avoid sloppy-looking block placement wherever possible.
