I may have a solution to allowing users to design their profile using html easily.
If someone was able to create a code or find a code where profiles can have seperate themes,
you can switch your profile theme to this: http://drupal.org/project/atck
Html editing should be easy for your users to do.
I've tested this theme with html and it works.
So if someone was able to create a theme code that is seperate from the site theme
it would be a success to allowing users to design their profile with html.
