I'm using user1 and looking at admin/blocks. The blocks are arranged in a strange way, with the disabled blocks on the top and bottom, and the in-region blocks clustered in the center. This happens only on my theme and not on other themes.

However, all themes suffer from unresponsiveness. Changing the region of a block and hitting submit has no effect. And that's true in any theme. Why?

Ahh shoot, also like to report that access control changes are not taking either.

Is cacheing enabled? Regardless, install devel module and try clearin cache.
