User Karma - Karma for Voting

I'd like to see the ability to give karma to the actual voter whenever he votes, or at least the option. This allows for more robust role assignments, like setting a cost for posting, or requiring new members to vote before they have the karma points to spend on posts. This also discourages "blog spammers" from dumping a ton of links to their blogs without any interaction.
