Not Downloading Hooks

So, I have the 4.7 version installed on my site, and I'm very excited to get cracking with it as I've just started down the custom module path.

When I installed the module and went into settings, it said it had created the folder for me, and downloaded the hooks properly, yet, the folder is empty and obviously my module builder tells me so when I try to get it going.

Is there anyway I can download the hooks manually?

Also an interesting sidenote, when the folder is created the permissions are proper by the owner/group of the folder is "99", which isn't the main user for the account (or any for that matter).
- I tried creating my own folder, with permissions and correct owners and still nothing.
