In the store.inc file line 79-81 require shipping information to be entered even when the user is purchasing a non-shippable item such as a file download.

This only seems to occur when I have the setting "Customers do not have to create accounts in order to purchase items from this site." selected in administer->settings->store

I still get this error in 4.6.4. Shipping/Billing address is required for non-shipping products, no matter whether purchases are allowed to non-registered users or not.

The default and minimum option should be not asking for address if the product is not shippable.

A possible feature could be to let admins set an optional billing address for thos willing to receive an invoice par email or by post.
