Issue #1214002 by kdebaas: Support tracking of visitors with javascript disabled.

Issue #1196436 by kdebaas: 7.x-2.x version, based on code from google_analytics and piwik modules.

This version of the Statcounter module no longer uses the block system to insert Statcounter code on drupal pages. It also introduces the following new features:
* Selectively track/exclude certain users, roles and pages
* Cache the Statcounter code on your local server for improved page loading times
* Access denied (403) and Page not found (404) tracking
* DoNotTrack support (non-cached content only)
