Here's a patch that adds options for the following to the settings page:

1) User selectable weight - users can weight their menu items from the edit/add page.
2) Add items expanded - New menu items will get added to the menus as expanded (with their sub-content visible). This is good for quick access or using DHTML menus in your theme.
3) Show only submenus of default - restricts users to a menu tree that with the 'default' menu item as its highest point. This weeds out all of the other menus and makes sure that users won't put their menu items in the wrong place.
