Provide an interface for uploading files at a system level

I'd like to request that an upload feature be added to the file system menu. I wasn't sure if it should go under upload or the file system, so I just chose upload.

Anyways, I would like to see upload functionality underneath the file system menu. On numerous occasions I need to reference a file from multiple nodes and don't necessarily want to link it to each node. The basic concept would be that you could upload files to your specified files directory via the file system menu. This would allow me to upload images and other documents and just reference this path inside the node i'm creating.

It solves the nuisance of having to ftp files to the server as well.

Just a thought. I'm interested to see what some of you think.
