My simple problem but don't know how to solve.

I installed and construct my Drupal site from root directory and how to build a "under construction" page that link to an image. See this example at www.ulitzer.com.

Every time I visit www.mydomain.com and it will show Drupal site offline, that is the problem.

It's not chrystal clear what your problem is.
To set your drupal site on- or offline, go to Administer > Site Buidling > Site Maintainance.

If you want to redirect, place a index.html in the root of your drupal site with the following HTML:

<head>
<meta http-equiv="refresh" content="0;url=http://www.geenstijl.nl">
</head>
<body>
</body>
</html>

Yes, that is what I am looking for. Then, I will have index.html and index.php at root directory and visitor to my site will automatic pick up index.html?

Yes.
Actually, if you could see the settings of your webserver it gives the order of in he has to handle the html files.
On a IIS webserver this is default
1. *.htm
2. *.html
3 *.asp
..
k. *.php

so index.html or index.htm will go before index.php.
Just upload your index.html and try it out.
