I've created this configuration:

Invoked on event: User has registered

Conditions:
None

Actions:
Add user role -> User whos roles should be changed: user registed (not acting user)

This works well if an anonimous user creates his own account. but it would be great if it also worked when the administrator creates new accounts from the user administration. i mean, the role should be assigned to the new user whose account the admin is creating.
while configuring the rule, i assumed the "user registered" option (under "User whose roles should be changed") would do my will, but it appears not to. Is this a bug? is there some way of doing this?
