6.x-1.x-dev was imported from 5.x-1.6 which has a bug in image import : #215272: Image Import broken
On this issue a patch was posted that fixes the import issue. I was having the same issue in 6.x-1.x-dev so I ported the patch to it. I tested it and it works.

the drupal work flow is to commit the fix to the newest version and then backport.... marking this as a dupe of http://drupal.org/node/215272 please move this patch over there.
