Can ubercart be adaptered to B2C and C2C ecommence(one application)?

the site owner can manager products, and there are also some store owner which may provide their own products,
that means, some products are managed by site owner, and some are managed by store owner.
So the requirement is:
1. need to group some products by store(which means user can search them only in the store, instead of whole site)
2. if purchased in the store, then the order can be submit to store owner.

Can ubercart do that? or any other recommended?

Ubercart is not designed for C2C. Ubercart is Uber flexible and extensible though and could support your needs with some modification.
1. I think you could modify product classes or even use cck and views to limit the display of products to specific sections of the store.
2. depending on what you mean by submit, this is pretty easy. A small module to email a copy of the order to the correct store owner based on the products in the order would be simple.
You also need some sort of CVUD (create, view, update, delete) permissions for products. This might be something you can use taxonomy access control for or maybe you would have to code / sponsor an Ubercart module for this.

P.S. -- I don't know of any other cart that can do this out of the box. The main reason I don't know of a cart which supports C2C is because I have never used this feature, so I have never specifically looked for it. that doesn't mean it doesn't exist. :)
