"administer nodes” permission needed to create/view Bio tab even when user has “create” permissions granted.

In my use case, I've created a new content type, Business Card, to be used as my content type for Bio nodes. Because many users already exist on this site, a junior site staff member (who has the "create," "edit," and "edit own" permissions for the content type), has been assigned to complete this new Business Card node for each user. We've also selected the Business Card node to appear as a tab on the user account page.

However, this junior site staff member cannot view or edit the "Business Card" tab on another user's account page unless he is also given the "administer nodes" permission (something we don't want to do). The junior staff member can view his own Business Card tab, but cannot view the Business Card tabs for others on the site.

Is this desired behavior or a bug of some sort?
