Ok, here's what I want to do. I want to be able to do an install without having to setup all the menus every single time. I will setup each install the same with the same modules. Would it be possible to download a copy of the "menus" table from mysql and then just import that to a fresh install. Would it apply cleanly? Does anybody know? Or could I accomplish this by using an installation profile?

I've been looking for a good answer to this question as well. You could try to create an installation profile, but I haven't had much success in getting the menus to install correctly. If you haven't created an installation profile before, you could always create one with a profile generator.
Let me know if you find a good solution.

I have not -- but I'm contemplating exporting the "menus" table (not sure about the name) into a zip file -- then importing that into a new install -- the only thing I think that needs to be the same would be -- the exact same modules need to exist. I think that might actually work well. See if you give that a try if that works. I am an efficiency freak and I like to get things under control -- control freaks are good at this stuff -- but we tend to stink at life unfortunately because we want to control everything -- even people -- without knowing it (off on a philosophical tone).
