In Admin>Blocks I set 'search form' to the right sidebar. It's appearing in both sidebars.

I thought this might be because search was also a menu item in the Navigation menu which is on the left side.
I disabled that menu item. It still appears on reload. [Above the Nav. menu, as a separate item]

No changes made to the theme (*.tpl.php files, etc.).

Can anyone explain?

The Garland theme has the search box hardcoded into the page.tpl.php file (That is the one you see in the left sidebar). You can remove it from that location by going to Administer > Themes and then configure Garland to not show the search box.
