I don't know if it's a bug or if it corresponds to a feature request.
I set up a "Site Administrator" role I gave "Impersonate user" role. I would the site administrators to be able to impersonate just any authenticated user which currently isn't possible.

In fact I may rely on the Masquerade module for this task, and also maybe you should team-up and come up with a unified module ? :)

This would actually be support request. Impersonate user was created specifically to enable some user to impersonate specific roles.

You can already configure "site admin" to impersonate any user in the system. Just make sure to check all available roles in the system for that user. That kind of configuration is equal to what masquerade offers.
