webchickThis isn't a Drupal core issue; sounds like you're talking about drupal.org. Moving to webmasters queue, I guess?
I'm kind of "meh" on this idea, personally. Ultimately, people tend to work on whatever they either feel like working on, or are whatever they're being paid to work on. I fear that a billion +1s on a feature request won't accomplish much except make people disappointed when their pet features STILL aren't taken up by someone. I could be wrong, though.
