It's for boxy messages
box.tpl.php is an optional template file in any theme. When present, it defines the presentation of boxed content such as the mission declaration. It can of course be styled at will. Rendering rounded corners is feasible by using many techniques having nothing to do with Drupal: they're explained at length in websites dealing with CSS styling. A simple search in Google yields as its first result Nifty corners: rounded corners without images, an easily way to achieve what you want. The resource includes links to some other solutions.
