When I publish a new post in the management console, then view it when I am still logged in the changes I have made to my website show up. But once I log out the changes are not there. I have cleared my cache, cookies etc. in my browser but that does nothing.

Any thoughts?

My guess is permissions and that you do not have 'view content' enabled for people not logged in.

Also check settings at Admin -> Site config -> Performance
