I need the theme to be flexible and customized through the theme
administration page. I want to build a generic theme that will be used to build the layout of different
sites.And i would like to build it by using only the css.
I built a html table divided in the number of sections to be included in the
theme.

You can take a look of the bealetheme admin page because
there are features associated to the beale theme to be included in this
theme, the width of the site, the left and right column, the font family, the choice between
fixed and liquid size can be configured through the theme settings page and
a content css file can be added.
You can check it by installing the beale theme and the theme settings API module.

I want the theme to be tableless.and the ability to add a banner, like the
logo.
I think there are several css files to configure the site but we will edit
the css online and we want the navigation menu and the main elements of the
page to be placed in the style.css.and grouped per category, layout
category, links category, fonts category ...
