Personally I would not use Flash for navigation (even if it looks cool). Search engines and accessibility software won't be able to see your links and your fancy or unusual looking navigation can make it harder for people to use your site.

I think your question is whether there is an existing module that will make a flash menu?
The answer to that is no.

- I would suggest that you just use a nicely CSS styled menu instead of flash.

Big flash menus take ages to load, which (sorry) pisses me off evertime I browse a site using Flash. If you want to use it I think you'll need some PHP for the only Flash module I found is for nodes.

I have to agree with the other posters-- flash for navigation is a big nono. having said that though, once you create the flash, you should just be able to just embed it into the region using the page.tpl.php file for your desired theme. There's no module for this that I'm aware of. But a quick search on the module by name page using "flash" should point you in the right direction.

If you're talking about a module that will read your primary links and convert them to flash, I'm pretty sure there's no module for that.
