Do you mean that you want to make submission forms or to have users register on your own site? To make submission forms (you can have them emailed to you) you can use the webform module, if you want users to register with your site that features already included with drupal by default
hmm.. go back to drupal 5 (lol, just my advice) I'm sure it will come out for drupal 6 at some point, thats unfortunate that its not available, I didn't realize that.

Unfortuately webform is not available for Drupal 6.0, it's that functionality I was looking for....
