Creat a generalt snippet repositary on Drupal.org. This will make it easy for people to post short snippets that doesn't belong as a module in the CVS, or for people that don't fell that they want to deal with the hole CVS thing.
Make it easy to tag and comment the snippets (this is of course what Drupal is all about..). A handbook or a content type could be used for this.
This is a good exapmple of a similair thing.

carl ditzler commentedAny thought to linking all the snipplet locations together - perhaps in downloads? I understand how someone who disagree with linking them together in downloads... trying a suggestion. A single forum?

I'm planning on submitting a new handbook page - very similar to the Block examples page - where people can post PHP snippets for Main Page (node) usage...not to be confused with Blocks.
i.e. snippets from this thread...

Morphing that thread into something like the Block examples page http://drupal.org/node/21867 isn't ideal...but it is better than sifting through threads I suppose.
