I haven't found this question asked before, so let me ask it here. I'm not sure if this is the correct place, but this is supposedly the main API for voting I think it is related. Does the developers intend to implement voting restriction by taxonomy. It will allow finer granularity control of the access.

VotingAPI handles the backend storing and tallying of votes -- other modules like FiveStar, Vote Up/Down, and so on offer specific user interfaces, voting and scoring mechanisms, and so on using its APIs. The feature you mention (caategory/term specific votes, etc) would be handled by just such a third-party module.
