If you have a taxonomy DHTML block enabled and showing on a page, and then you edit the title of the vocabulary to which it belongs - e.g., change the vocab "news" to "news and events" or some other trivial change - the block goes away and gets replaced by a block from a different vocabularly.

Ian Ward commentedI get this error still. It does not just change which taxonomy_dhtml block is selected/active, but it resets all block configurations (for all blocks, even not taxonomy_dhtml-related), including weights, left/right settings, regex settings, and which blocks are on and off. That is why i've put it on critical, and modified the title.
