Problem in displaying blocks

Hi guys,
I tried to copy a drupal site to my local server using the mysql dump. Everything works fine except the blocks. The blocks are not showing up.Why is it so?? I have tried so many ways to display them, I disabled them and again enabled them all. But still they are not showing up.
Could anyone help me??
Further I have another case as well. In this case the blocks are showing up. But they are not following the localization. Blocks belonging to a specific locale should show up only in that language. But it is not following it. Even if I switch the language they are still showing up.

Try clearing all of the cache tables. That's one of the first things I do when I move a site from server to server.
Can you create a custom block and have it display?
