even when 'content' not viewable by anonymous, still shows in 'tracker'

is this a bug - the wishlist is still viewable in tracker BUT wishlists can be seen in tracker.

settings: anonymous can 'access content' but anonymous can not 'access wishlists' - so they get an error trying to click on through...
