Survey module validation error (?) [#22707]

This was really more of a forms.module issue from the CivicSpace issue queue:

A non-required field, when empty, should be assumed empty. Thus, it shouldn't require validation, and should rather be ignored.

This patch seems correct and is sound. I have updated it for application to the current HEAD, 1.20.

Forms and survey modules are no longer being maintained, use Webform module instead.
