The drag n drop options on the Manage Fields tab should be hidden if there are no fields available and there should be an appropriate message about that. The list of all fields currently on the content types tab also needs an appropriate message when no fields are available. We need messages both for when fields are enabled but not yet created and when no fields are enabled.

KarenS CreditAttribution: KarenS commentedCommitted some changes, made messages yellow (warning) rather than green (everything is OK) and added link to add new field on content type where there are no fields.
Still need some sort of link to add new field from admin/content/node-types/fields without having a content type already selected.
