The block actions disappear from the profil when I do not check this option.
I mean users can not create relationships anymore with anybody and it is uncheck.

Then if I set it again the block comes back.
I have tested with two differents users and the same behavior happens.

I think it is bug but I am not sure ?

If you've already created a relationship and multiple relationships aren't allowed the actions are moot and aren't displayed.

Do you get this error even when you haven't created any actual relationships?

I noticed this problem too, with v2.8. If 'allow multiple relationships' is unchecked, the block disappears completely - even though no relationships have been established.

Okay, found it. This was affecting the actions that were shown on a user's profile page as well.

Thanks for reporting the issue! The fix is in -dev and will be pushed out with the next release.
