It would be great if it were possible to subscribe and unsubscribe to any issue rather than limiting it to all or own issues in a particular project. Perhaps a link in the top right, near the 'Jump To:' links.

Agreed, but this is a duplicate of #34496: [meta] Add Flag module to allow users to subscribe/unsubscribe without posting a comment.
