what you on top of drupal.org is the primary links menu, themed to look that way using css.
you may want to download friends electric theme (or any theme with this types of themeing of primary links) and replicate it on your own site.

I'm using garland theme for drupal 6. I wonder if I copied garland to another name and looked inside friends electric and followed the drupal 6 theme docs (drupal.org/node/171179) if I could get it .... Does anyone know if someone has already done this? Isthis too hard for a first time theme customization? Maybe I should start simpler?!
open up Friends Electric and pull out of page.tpl.php (or wherever it is) the divs and classes around the $primary links and replace the primary links in garland with it.
Then open up Friends Electric style.css and copy the style for the links and add them to the bottom of your garland style.css, changing it to meet your needs.
You could also search the alistapart.com site for tabbed link tutorials.
