I just turned off nodequeue with some queues enabled. My site will not load properly anymore (I think it's because of my error reporting level, which I can't modify myself) - Fatal error: Call to undefined function nodequeue_node_titles()

How can I turn a module back on from the database?

In the system table (Drupal 6), find the record for the module and turn the status value from 0 to 1.

That function is not called unless a developer has called from a custom module or evaluate PHP code block. You might get a faster response for support questions in the future by asking in the issue queue.
