Drupal sending email to all users whenever a new member joins the site and when ever a member makes changes to his profile.

like

A user xxx has just modified their account on #sitename#
A new user (llnarayana) has just registered on #sitename#

the new user is ok..
but the modification email is unnecessary and irritating to other users.

where can i change the settings?

Drupal 5 or Drupal 6? Drupal 5 would be from a module you added, it is built into Drupal 6. Either way it is likely a permission setting.
