Add per-theme option to allow switching to a theme

Description

it would be nifty to be able to specify the themes that can be switched so that theme1 and theme2 can be selected by the site readers, and garland is only used as the administration theme

also, maybe it would be cool to allow only a specific role to switch to a specific theme

You probably just want to enable the "switchable" themes, and configure Garland as administrative theme. Tested this myself and works flawlessly.
