I'm not sure if this should be a bug or a feature request. comment_notify v. 5.x-1.4 on Drupal 5.6 just sent me a notification of a comment that was detected to be spam. The spam comment was detected by the Spam module v. 5.x-1.1-2 and it was not a published comment.

Should comment_notify be notifying me of unpublished comments?

I think this is duplicate of #209641: Move processing of comments to hook_exit . This issue will be solved if that issue is solved.
