Turn off signatures from accounts

I want to remove the signature from the user form. I don't want it to be used. Is there an easy way to do this (I would prefer not to have to install the signature module if there is a way to do this seemingly simple task without having to install a module).
it's an admin option
check out admin/user or else site configuration stuff - i forget where it is exactly, but it's an admin option (do or do not allow users to have a signature in postings/content)
