Module only functions after submitting 'admin/build/block' page

I had a little trouble getting the mofule to run in the first place.

On examining the code, it seems like I had to submit the form at 'admin/build/blocks' to get it to function.

Maybe the docs could do wtih some clarification.

[I agree it's small issue, as most people would be moving block around while testing this module, and would barely notice this]
