Jimmy Berry and I did some PAIR programming for the blocks simpletests.
It creates, edits and moves module-defined blocks and custom blocks.

I will be working on some framework that will allow this test to confirm that the block is being displayed in the correct region instead of just that it is being displayed.

This has been committed.

When I complete the framework described above I will patch this test along with any others that may work better with it.

Revision needed due to recent core change of the delta column from numeric to alpha. Also deleted periods in assert messages.
