There is a white line that is in a fixed position to the screen whenever Modules is accessed from the Administration Panel. Scrolling down will show this line as fixed in the screen.

However scrolling up and down a few times will cause this line to disappear.

This line does not appear in other navigations, eg to content management, site configuration etc.

in the Modules section, if you scroll down till you see:

Core-optional
Enabled Throttle Name View Description
________________________________________ <---- it has the same colour, width, length as this line

The line that i am referring to have the same colour, width, length as that line immediately below 'enabled throttle name view description'. The fixed line coincide exactly with this line.

But i do not know how to correct it...please advise

This issue is being closed because it is against a branch for a version of Drupal that is no longer supported.
If you feel that this issue is still valid, feel free to re-open and update the issue (and any possible patch) to work with the 7.x-4.x branch.
