This could be a bug or coding issue. After inserting the script into the info file left me with only the extra region in the blocks drop-down menu.
I have followed the directions from the handbook and inserted all the default regions as well as the new one, and emptied cache.
Still no go.

This issue is being closed because it is against a branch for a version of Drupal that is no longer supported.
If you feel that this issue is still valid, feel free to re-open and update the issue (and any possible patch) to work with the 7.x-4.x branch.
