Under access control, there's an option that allows non-admin user to import biblio from file. However, when I login as a non-admin user, I couldn't find that option. Thanks!

I will change this in the new version, but right now you have to manually create a menu item (or a link on a page) which points to "biblio/import/form", then when that menu item is selected (or the link clicked) the same input form the admin user sees will be presented to the user.
